Traditional project management is based on the WBS. The WBS leads to time and effort estimates and ties the project manager to the ground and tactical work. Planning in Scrum is based on the basic idea that the team has to deliver a product increment every couple of weeks. That leads to the effect that we need to base all planning in Scrum on the potential delivery items - not on the time spent on tasks. The result is a planning process that is completely strategic.
